Rebuild of Rickards Middle School Delayed by Structural Issues

A roof collapse at Rickards Middle School in Fort Lauderdale became a defining example of long-standing construction problems in Broward schools, and the project to rebuild the campus has done little to rebuild trust. The new campus, located on the same Oakland Park site, has been delayed for years. Now the new gym has been hit with a red tag, halting all work due to structural concerns involving joists used during the roofing phase. The issue is similar to problems identified in a 2021 engineering review of the original roof collapse.

Both the gym and the new main building have faced a long list of setbacks, including structural defects, repeated design revisions, unapproved installation of doors and fire safety systems, and failed inspections. A project once expected to finish in August 2024 is now targeting summer 2026 for the main building and early 2027 for the gym.

The school board calls the situation “catastrophically alarming.” They believe a major cause of the ongoing problems traces back to the district’s 2021 decision to reuse the architectural design of a Miami-Dade school that had not yet begun construction. That school later underwent substantial design modifications that then had to be added into the Rickards project.

The superintendent, hired in 2024, said he was not responsible for choosing the reused design but placed responsibility for current issues on contractors and architects. The architectural firm has not responded to inquiries. CORE Construction, the general contractor, maintains that it has a strong record and is working with the district to address concerns.

Until the new buildings are finished, Rickards students and staff remain in a portable village lacking basics like a cafeteria and gym. This has been going on for five school years now. Teachers say they can physically see the new structure but note that the interior remains far from complete.

Rickards was in the middle of a $10 million renovation when its media center roof collapsed during the school day on March 5, 2021. The event traumatized students and staff, though no one suffered serious injuries. The main building was declared a total loss.

Construction oversight has long been a hot topic in the Broward school district. Four grand jury reports over 25 years criticized the district’s construction management, and a 2021 report highlighted slow progress and rising costs across bond-funded projects. Despite assurances that Rickards would be handled differently, its budget has risen from about $60 million to $82 million.

The gym’s recent red tag stemmed from joist repairs made without proper approval, requiring parts of the work to be uncovered for verification. District officials say the issue is unrelated to an old flaw that caused the original roof collapse, but the work cannot proceed until inspectors confirm the repairs meet structural requirements.
